As the Governor proposed to introduce the Bill as soon as possible, I think a telegram is justified instead of the despatch. Draft herewith.

I think we must accept the Governor's view that it is not possible to suspend the operation of the Ordinance now. The draft telegram expresses the hope that it will be possible to do so within the next six months, and, failing that, asks for a further report.

Although the Governor has not felt able to suspend the operation of this Ordinance at once, I think that the draft as amended by Mr.Roberts Wray will carry us a good deal further towards that position. It calls in any case for a further re- view of the position in six months' time. According- ly, while it is unsatisfactory that this measure still remains on the Statute Book, I think that we may be content to wait another six months in the hope that the places to which it applies will be progressively reduced in the meantime.

It is a pity that the Governor's telegram at 11 was not dealt with before the end of the year, as his amending Ordinance has probably been enacted by now in any case.
